12th October 1811 - The Court being called pursuant to adjournment.

Edward Robert Travers Esquire the new elected Mayor too the oaths appointed instead of the Oaths of Allegiance and Supremacy, and the oath of his Office of Mayor: The oath of a Justice of Peace for the said Borough; and the oath of Coroner for the said Borough and then chose for his Bailiff, Robert Robinson, Watson Robinson of the Borough aforesaid Doctor of Physic for his Serjeant Mr John Clowes.

George Blelock Esq., the late Mayor to the Oath of Office of Justice of Peace for the said Borough before Edward Robert Travers Esquire, the new Mayor.

Mr William Buck was sworn into the Office of Town Bailiff, Robert Robinson Watson Robinson was sworn into the Office of Mayors Bailiff, Joseph Pratt was worn into the Office of Towns Serjeant and John Clowes was sworn into the Office of Mayors Serjeant.

Mr William Brakell, Mr William Talbot junior and Mr Thomas Miller were severally fined in the Sum of 6s 8d for non attendance as Jurymen at the Court held this day having been duly summoned for that purpose and on the same day the following officers were appointed for the said Borough of Preston.

Friday the sixth Day of December 1811 The Court met pursuant to adjournment and was further adjourned to Tuesday the 10th Day of December Instant at eleven oclock in the Forenoon at the Town Hall in Preston.


Tuesday the 10th Day of December 1811. The Court met pursuant to adjournment and the jury returned the following presentments.

Mr Samuel Blackhurst for not repairing part of a certain way or road leading from John Street to Spring Gardens adjoining to a property belonging to him and unless on or before the first of February next the said way or road be completely repaired we amerce him in the sum of three pounds for the said offence.

Thomas Alston as scavenger of the Friergate for permitting the soil and dirt collected there to remain in heaps a considerable time after the same has been collected together and unless he remove the same in future in a reasonable time after the same has been collected together we amerce him in the sum of ten shillings for each offence.

George Blelock Esq. and Mr John Green as Scavengers of Friergate for permitting the soil and dirt collected there to remain in heaps a considerable time after the same has been collected together and unless he remove the same in future in a reasonable time after the same has been collected together we amerce them in the sum of ten shillings for each offence.

Mr William Talbot Senior for permitting the Foot causeway in front of the Dwelling house in his occupation in Fryergate to be very much out of repair and unless on or before the first day of February next he put the said causeway into complete Repair we amerce him in the Sum of forty shillings for the said offence.

John Burton and William Hardcastle for not continueing the Sough lately made opposite the end of Walker Street a little further, the same being in its present state Dangerous on account of its terminating too abruptly and unless on or before the first day of January next in the Sum of twenty shillings for the said offence.

Miss Barbers, Church Street, for permitting the pavement of the foot causeway in front of the House occupied by them in Church Street to be very much out of repair; and unless on or before the first day of February next they cause the said pavement to be effectually repaired we amerce them in the sum of three pounds for the said offence.

Timothy Crowther of the Borough aforesaid Clogger for not placing curb stones and putting into good repair the Foot way in front of his Dwellinghouse in Fishergate and unless on or before the first day of February next he place Curb stones and put the said Foot way into complete repair we amerce him in the Sum of fifty Shillings for the said offence.

John Burton and William Hardcastle Surveyors of the Highway for the said Borough for not repairing the public road leading from John Street to Everton Gardens and unless on or before the first day of February next they completely repair the same we amerce them in the Sum of five pounds for the said offence.

Mr John Green the Steward of the Corporation of the said Borough and the Mayor, Bailiffs and Burgesses of the said Borough for not permitting the public Street at the lower End of Fishergate within the Toll Bars be very much in Decay and out of repair for want of paving there being many deep Holes there and unless onor before the first day of January next the said Street be put into complete repair we amerce the said Mayor, Bailiffs and Burgesses in the Sum of three pounds for the said offence.

The same for not repairing the pavement in the public road leading from John Street into Everton Gardens and unless on or before the first day of February next the said pavement be completely repaired we amerce the said Mayor, Bailiffs and Burgesses in the Sum of five pounds for the said offence.

Reverend Thomas Whitehead for not repairing a certain part of the public way or road leading from John Street toward Spring Gardens adjoining to his Dwellinghouse and coextensive therewith and unless or before the first Day of February next he cause such part of the said Way to be effectually repaired we amerce him in the Sum of three pounds for the said offence.

Joseph Chew of the Borough aforesaid Inn Keeper for placing a quantity of Manure and Dung in the Square within the said Borough and unless within ten Days after notice hereof he cause the same Manure and Dung to be removed and desist from placing any there in future we amerce him in the Sum of forty Shillings for the said offence.

John Pemberton of the Borough aforesaid Joiner for permitting the ffoot Causeway in front of the Timber yard in his occupation situate in Church Street to be very much out of Repair; And unless on or before the first Day of February next he cause the said Foot causeway to be effectually repaired we amerce him in the Sum of Three pounds for the said offence.

James Rainford of the Borough aforesaid Chandler for placing a quantity of Manure and Dung in the Square within the said Borough and unless within ten Days after notice hereof he cause the said Manure and Dung to be removed and desist from placing any there in future we amerce him in the Sum of forty shillings for the said offence.

James Cheetham of the Borough aforesaid for placing a quantity of Manure and Dung in the Square within the said Borough to the great Nuisance and annoyance of his Majestys subjects and unless within ten days after notice hereof he cause the said Manure and Dung to be removed and desist from placing any there in future we amerce him in the Sum of forty shillings for the said offence.

Thomas German/Gorman of the Borough aforesaid manufacturer for not repairing the pavement adjoining to a Dwellinghouse or Shop belonging to him in John Street in the public way from John Street to Everton Gardens and unless on or before the first Day of February next the said pavement be effectually repaired we amerce him in the Sum of five pounds for the said offence.

Thomas Blinkhorn and Mr Cottam Lyon overseers of the poor of the said Borough as Scavengers of the Market place for permitting the soil and Dirt collected there to remain in Heaps a considerable time after the same has been collected together which is a public nuisance and unless after notice hereof there remove the same in futire in a reasonable Time after the same has been collected together we amerce them in the Sum of ten shillings for each offence.

The Trustees and Committee of the Preston Dispensary for not repairing the Foot Causeway in front of the said Dispensary and unless the same Foot Causeway be put into complete Repair on or before the first Day of February next we amerce the said Trustees and committee in the Sum of forty shillings for the said offence.

John Dixon of the Borough aforesaid Innkeeper for placing a quantity of Manure and Dung in the Square in the said Borough and unless within ten Days after notice hereof he cause the said Manure and Dung to be removed and desist from placing any there in future we amerce him in the Sum of forty Shillings for the said offence.

_____ Sudell as Scavenger of the Church Street for permitting the Soil and Dirt collected there to remain in Heaps a considerable Time after the same has been collected together which is a public nuisance and unless after notice hereof he remove the same in a reasonable Time after the same has been collected together we amerce him in the Sum of Ten Shillings for each offence.

The court was then adjourned to Friday the third Day of January next at eleven oclock in the Forenoon at the Town Hall in Preston.
